Rear Admiral Tracy Farrill

Official photo Rear Adm. T. FarrillRear Adm. Tracy Farrill, U.S. Public Health Services, graduated magna cum laude from the Oklahoma University Health Science Center College of Pharmacy with bachelor’s and doctoral degrees in pharmacy, and is board certified in Pharmacotherapy and Public Health.

Farrill currently serves as the Interim Director, Defense Health Network Continental, for the Defense Health Agency. She oversees all executive management, clinical operations, business operations, and strategy for 26 military hospitals and clinics across the United States and is responsible for a budget of $1.1 billion while providing health care to over 410,000 beneficiaries.

Prior to this assignment, she served as the Deputy Director of the Small Market and Stand-Alone Organization for DHA. In that role, she oversaw all executive management, clinical operations, business operations, and strategy for 17 small markets and 40 stand-alone hospitals and clinics across the United States, accounting for more than one quarter of the health care encounters within the Military Health System’s direct-care system. As the SSO Deputy Director, she provided leadership in growing and enhancing a high reliability model health care network with outstanding clinical outcomes and excellent service and training. She established strong, collegial, mutually supportive partnerships across the federal footprint and private sector care, and with military hospitals and clinics within the SSO.

Farrill also served as the DHA Assistant Director, Healthcare Administration Interim Deputy, and Transition Director. She provided leadership as the AD/HCA Transition Director in pre-certification and post-certification efforts to meet the 2017 NDAA MHS Transformation mandate. She was responsible for the planning, management, and execution of the transition of health care facilities to a unified MHS under the authority, direction, and control of the DHA in coordination with the Services. Farrill supported the DHA as the Principal Deputy, Assistant Director Health Care Administration, providing operational leadership in the direction and management of health care facilities, implementing policy, procedures and direction that affect health care delivery and administration, as well as providing cross-functional support to the markets and managing the TRICARE Health Plan.

Prior to her assignment at the DHA, Farrill served as the Deputy Director of the U.S. Public Health Services Commissioned Corps Headquarters in Rockville, Maryland. In that role, provided leadership and oversight of career management functions for the Commissioned Corps officers across the nation in support of the United States Surgeon General.

Farrill has also served at multiple levels in health care delivery with the Indian Health Service, including clinical pharmacist, Area Pharmacy Consultant, Clinic Chief of Operations, and Chief Executive Officer. Farrill has deployed for the Secretary of Health and Human Services in response to multiple national emergencies as a Rapid Deployment Force Commander, to include multiple hurricane responses, flooding, unaccompanied minors, remote area medical events and the response to Ebola in Monrovia, Liberia.
